Testing Legacy browsers is probably one of the most annoying parts of web development. I wish these would go away but that’s more of a pipe dream with little chance of becoming a reality. One of the problems with the developer tools that you get with Internet Explorer is that they do not emulate the browsers properly. Fortunately Microsoft is kind enough to provide Virtual PC images so that one can test their website a little bit better. You can check out the images at this website.
